Percepatkanlah pembinaannya, jangan tunggu lama-lama.
SIBU, Sept 3 (Bernama) — RM33 billion. That’s the staggerring sum the natural resources and environment ministry needs to alleviate flood problems nationwide under the 10th Malaysia Plan.
Admitting it would not be easy for the government to come up with such huge amount at one go, minister Datuk Seri Douglas Uggah Embas said the flood mitigation programmes would be carried out in stages.
“The programmes would be based on the ministry’s capability and financial resources, including those in opposition-controlled states,” he told reporters here today.
Uggah said that according to a 2003 study, about nine per cent of the nation’s land area were prone to floods.
“We are talking about 28,000 sq km where almost five million people are affected. Thus, we need to look at the overall national flood mitigation programme.
“So, our strategy is, we do whatever we can, including in opposition- controlled states, based on our financial capability,” he said, quoting an example where the federal government had allocated RM40 million to Selangor for dredging works in Sungai Langat near Sijangkang.
Earlier, Uggah and state minister of environment and local government Datuk Sri Wong Soon Koh had waited for 10 minutes at the drainage and irrigation department office here, for state DAP chairman Wong Ho Leng to show up with proof of his own flood mitigation programme which he had claimed was done by his consultants from China and the US.
Ho Leng, who is also Sibu member of parliament and Bukit Assek state assemblyman, had failed to turn up.
He urged the community and villager leaders to learn to use such facilities in their area to keep up with the changes and enhance their knowledge which were available at the click of the button.
SIBU: State Democratic Action Party (DAP) publicity secretary David Wong said yesterday the National Census Board should do some soul searching as to why the Chinese community was non-responsive to the census drive from July 6 to Aug 23.He described it as unfair for the board to blame the Chinese community for showing ineptitude and lack of commitment to support the enumerators during the census drive.
“The Chinese community must have their reasons to reject the enumerators and this is the area which the National Census Board needs to look into seriously,” he said at a press conference held yesterday.
Wong was commenting on a statement by Chief Statistician and Census Commissioner Datuk Wan Ramlah Wan Abd Raof that 70 per cent of the Chinese community was non-responsive to the census because of communication breakdown.
Wong said the National Census Board should make a review as to whether they were demanding too much from the people or asking too many unnecessary questions.
Questions like people’s income, their identity card numbers and their age were unnecessary, he said. [ Philip Wong @ August 18, 2010]

The DAP has embarked on what appears to be a quest to boost its popularity ahead of the coming 13th general election, with three promises to the people should the Pakatan Rakyat (PR) capture Putrajaya.Friday, August 13, 2010
The promises are — to abolish the saman ekor (postal summons) system, to provide annual payments of RM1,000 to each senior citizen aged above 60 and to provide free wi-fi or wireless broadband throughout Malaysia.
DAP secretary-general Lim Guan Eng said that the party’s central executive committee had agreed yesterday to issue a blanket directive to all party leaders to work on publicising these three promises during all political functions.
“These are the three policy initiatives that will bring benefit to the people that we are confident will be carried out by the PR should we win Putrajaya.
“We do not just want to harp on the corrupt practices of the Barisan Nasional but we also want to talk about what we can do for the people,” he told a press conference at the party headquarters here.
Lim noted that the practice of blacklisting owners of vehicles was not only unfair but should also be declared illegal by the courts for it was in contrary to the principles of natural justice.
“We also want to provide this annual payments of RM1,000 to senior citizens as a sign of appreciation for their past contributions to the country,” he said.
He noted that the policy would merely cost the government RM2.1 billion annually.
“What is RM2.1 billion when the country squanders RM28 billion annually to corruption,” he pointed out.
The Penang chief minister also cited an article from the global weekly magazine The Economist, pointing out that even the internationally renowned magazine was agreeable to the concept of providing money for the poor.
“This is a number one capitalist economic magazine who does not believe in giving money. But it is true that if you help those in need, there is a multiplier effect. People will spend the money and this will in turn help to generate and liven up the economy,” he said.
He said the flyers would explain the Komtar Ramadan bazaar debacle where the DAP state government was accused of banning the people from setting up stalls.
“The problem was on the money issue and how Komtar had not received the rental money from the stalls, but it turne dinto a racial one. We were also accused of being communists.
“But how can we be the communists when it is Umno who has ties with the communist party of China,” he said.
