RM33 billion untuk projek banjir

RM33 BILLION? Billion dan bukan Million! Mengapa kerajaan harus membayar begitu mahal hanya mahu memberi keselesaan kepada rakyat daripada musibah Tuhan? Sebagai contoh, Bandar Sibu terletak di lembah sungai yang ke 3 terpanjang di dunia dan sudah pasti hambatan banjir tidak dapat dielakkan.

Banjir di negara kita bukan baru berlaku sejak dua atau 30 puluh tahun kebelakangan ini tetapi sudah berkurun-kurun sebelum James Brook datang ke Sarawak. Sejak ribuan tahun, penduduk asal tempatan menghadapi musibah banjir dengan membina rumah yang bertiang. Seperti musin salji di negara-negara sejuk, musim banjir adalah masa untuk mereka berehat dan berpesta pada ketika itu.

Tetapi sekarang penduduk kita melawan kehendak Tuhan dengan membina rumah-kedai tanpa bertiang dan lepas itu menyalahkan kerajaan atas perbuatan yang tidak selari dengan kehendak alam.

Saya cadangkan kerajaan jangan membelanjakan wang sebanyak itu kerana tiada siapa dengan jumlah wang ringgit boleh melawan kehendak Tuhan.

SIBU, Sept 3 (Bernama) — RM33 billion. That’s the staggerring sum the natural resources and environment ministry needs to alleviate flood problems nationwide under the 10th Malaysia Plan.

Admitting it would not be easy for the government to come up with such huge amount at one go, minister Datuk Seri Douglas Uggah Embas said the flood mitigation programmes would be carried out in stages.

“The programmes would be based on the ministry’s capability and financial resources, including those in opposition-controlled states,” he told reporters here today.

Uggah said that according to a 2003 study, about nine per cent of the nation’s land area were prone to floods.

“We are talking about 28,000 sq km where almost five million people are affected. Thus, we need to look at the overall national flood mitigation programme.

“So, our strategy is, we do whatever we can, including in opposition- controlled states, based on our financial capability,” he said, quoting an example where the federal government had allocated RM40 million to Selangor for dredging works in Sungai Langat near Sijangkang.

Earlier, Uggah and state minister of environment and local government Datuk Sri Wong Soon Koh had waited for 10 minutes at the drainage and irrigation department office here, for state DAP chairman Wong Ho Leng to show up with proof of his own flood mitigation programme which he had claimed was done by his consultants from China and the US.

Ho Leng, who is also Sibu member of parliament and Bukit Assek state assemblyman, had failed to turn up.
