LAWAS: The recent water supply sabotage by personnel of Lawas Public Work Department (PWD) is “an inhumane act” and one that had cast aspersion on the image of civil servants in general.

PBB Punang Jaya chief Awang Bohari Lair said turning off the main pipe which delivered water to Punang was an irresponsible act as it affected the lives of more than 5,000 residents.

“Actions should be taken against the culprits, including firing those responsible, because this is clearly a disciplinary problem,” he said in a press statement yesterday.

“As an authority entrusted to provide water supply to residents here, all standard procedures should be under strict enforcement and inspection from time to time.”

Awang Bohari said the speedy action taken by Lawas PWD, including firing the individual responsible, was correct.

“Strict action against the culprit, including firing the person, is wise so that problems which can create chaos among people will not happen again.

“We all expect a high standard of integrity and professionalism in the department in managing all problems, including those involving unethical attitudes.”

Last Wednesday, Lawas PWD identified an element of sabotage which caused the inability to channel clean water supply directly to residents along Jalan Punang for a while.

Lawas PWD engineer Norman Jan, in disclosing the problem, said the problem of sabotage was believed to be done by a personnel of Lawas PWD.

KUCHING: Universiti Malaysia Sarawak (UNIMAS) under the Centre of Excellence for Renewable Energy has been entrusted by the Ministry of Energy, Green Technology and Water to conduct a research project in remote rural areas that are off-the-electricity-grid supply by SESCO, in which UNIMAS was given an allocation to develop a new discovery that could get these rural areas connected with electricity.

In response to that call, the Green Island Energy research project by UNIMAS has been approved by the Committee of the Trustee Account Industrial Electricity Supply Bill.

1/2011 on 31 March, 2011 with an allocation of RM605,000.

This project officially started on 24 June, 2011 to go until 23 June , 2012 for a period of one year.Of the total approved allocation, 75 per cent or (RM453,750) was paid out when the project started.The research project was led by Assoc.

Prof Dr Azhaili Baharun, Director Centre of Excellence for Renewable Energy (CoERE) and assisted by 12 researchers.

During a press conference after officiating at the presentation of fund for the Program Mentor: 1IPTA 1 Menteri at UNIMAS, Minister of Energy, Green Technology and Water Datuk Seri Peter Chin Fah Kui explained that UNIMAS would go to the specific rural areas and investigate what resources and alternative they could come up with to assist the rural people in getting electricity supply.

“The UNIMAS team discovered that the alternative is the river flow where we could develop a mini hydro,” Chin said adding that presently many rural areas not connected with electricity were using generator set to light up their homes and this was very costly for them.

He said the research objective was to fix a suitable location to build a “micro-hydro” plant for electricity generation less than 500kW for the villages located far from the SESCO grid lines.

The Micro Hydro Plant is an optional generation from New Energy.According to UNIMAS research, it is the ideal choice for the rural areas as Sarawak is a river resource-rich.In addition, microhydro technology has been proven to generate consistent electricity and its life-cycle cost is lower than the cost of wind, solar and generator sets.

Some ten sites have been identified to be evaluated namely Rh Empaling, Rumah Jelang, Ulu Sepak in Betong; Rumah Augustine, Kampung Langgir, Lingga in Sri Aman; Rumah Japar, Ulu Entabai in Sarikei; Rumah Sabang, Rumah Ambai, Rumah Nira, Tatau in Bintulu; Punang Trusan/Long Telingan in Limbang; Long Lamai in Baram; Lio Mato in Baram; Lio Tuya, Long Tanid and Budak Nur in Lawas.

The main criterion for this project to be successful is to have a strategic site with water sources; technical feasibility, potential river; accessibility; population and demographic ‘economic and social activities; environmental impact and potential for economic growth.

LAWAS: The problem of low water pressure here, including some parts of Long Tuma and Surabaya, will be resolved soon when the Sungai Gaya Water Treatment Plant, costing RM20 million, will be completed early next year.

The new water treatment plant will have a capacity of generating 2 MLD (million litres per day).

Minister of Public Utilities Datuk Amar Haji Awang Tengah Ali Hassan said this to the media during a visit to water treatment plant yesterday.

He stressed that the project will be fully completed on time, as set by Lawas District Public Works Department (JKR) here.

“For these few months, there will be water supply disruptions which are only temporary”, he assured, adding that the water supply, when fully functional, is expected to cater for the needs of industries in the area as well.

KUCHING: Second Minister of Planning and Resource Management and Minister of Public Utilities, Datuk Amar Haji Awang Tengah Ali Hasan (pic) on Sunday witnessed the signing of a Term Sheet for a Power Exchange Agreement (PEA) between Sarawak Energy Berhad (SEB) and PT PLN PERSERO (PLN), the Indonesian power utility, for the export of bulk electricity from Sarawak to West Kalimantan.

SEB was represented by its Chief Executive Officer, Torstein Dale Sjotveit while PLN was represented by the Director of Planning and Technology, Bapak Nasri Sebayang.

The key term of the PEA is that SEB will sell to PLN up to 230MW of power, using a new 275 kV transmission line that will connect Mambong in Sarawak to Bengkayang in West Kalimantan.Construction of the new line is expected to commence in early 2012, with the first power to be transmitted by mid-2014.

The potential to export bulk power through a transmission line connecting Sarawak and West Kalimantan has been explored for a number of years, with an initial feasibility study undertaken in 1994.

A Heads of Agreement, confirming this objective, was signed by SEB and PLN in early 2009.

“This is a great deal for both Sarawak and Indonesia,” Tengah said.

“This idea has been on the BIMPEAGA agenda for many years, so I am thrilled that this vision is now one step closer to reality.

“The interconnection provides Sarawak the platform to become a powerhouse in the region and allows Indonesia to capture massive savings compared to the cost of the oil-fired power that they mainly use today.

“This is a great example of what can be achieved through cooperation with our neighbours in Borneo in the spirit of ASEAN.” “I congratulate both SEB and PLN for completing this deal and I look forward to seeing even greater cooperation between the two utilities into the future.”

Govt plans to build two 1,000MW plants, with first plant ready for operation in 2021
KUALA LUMPUR: Malaysia plans to build two nuclear power plants that will generate 1,000 megawatts each with the first plant ready for operation in 2021 and the second plant a year later, as part of the overall long-term plan to balance energy supply.

Energy, Green Technology and Water Minister Datuk Seri Peter Chin said the government would engage an international consultant to evaluate the location and requirement for such plants to be built.

Meanwhile, more awareness and education programmes will be carried out to inform people on such a need.

“Hopefully, by 2013 or 2014, we will able to finish evaluating this. As for calling of tenders, we hope it will be done by 2016,” he told Bernama in an interview.

He said Malaysia was heavily reliant on gas and coal for its electricity supply as it was government policy to reduce reliance on fossil fuel.

Gas accounted for 64 per cent of the country’s energy generation while the remainder came from coal.

“We must get away from this. (It is) very much imbalance. Most countries have a good balance. We want hydro to assume a prominent role as it is clean but this can only be achieved in Sabah and Sarawak where there is much potential but not in Peninsular Malaysia,” he said.

Besides, Chin said other sources of energy such as biomass and wind were too minimal while solar was a good potential but the technology was still very expensive.

“Biomass and wind, there is nothing to shout about. Unless and until solar renewable becomes big enough, this type of energy just compliments (what you already have) as you can’t generate much due to its high cost,” he added.

Chin also said the government must has a balanced approach when it comes to renewal energy as it would not want tariffs to go up due to higher cost.

“Yes, very good, everyone wants to say that we want renewables but what about cost. Can we force the people to accept high tariffs. We have to look at a balanced way, that’s why we can’t depend on fossil fuel only,” he said.

Chin added nuclear has become a more prominent choice in balancing the energy source due to lower maintenance cost and lower tariffs in the long-run.

“For example, in Abu Dhabi, they are building huge solar energy plants but at the same time balancing it up with a nuclear plant. They are not just concentrating on fossil fuel,” he said.

Malaysia began operation of a 1 MW Triga research reactor since 1982 and has an international nuclear safeguards agreement in place since 1972.

Recently, Malaysia also tightened export control laws to thwart the possibility of nuclear technology smuggling. — Bernama

KAPIT: Selepas Empangan Bakun, tiga lagi empangan dibina di Kapit iaitu di Murum, Pelagus dan Baleh, dan dianggarkan menelan belanja antara RM8 bilion dan RM11 bilion.

“Sekiranya Empangan Bakun mula beroperasi nanti, empang-an itu akan dapat menjana lebih daripada 1,000 megawatt tenaga elektrik. Dan ini akan membawa banyak kebaikan serta faedah kepada penduduk tempatan.

“Malah, Empangan Bakun juga berpotensi menarik lebih ramai pelancong sama ada dari dalam atau luar negeri untuk datang ke Bakun dengan wujudnya banyak pulau-pulau kecil di sekitar kawasan empangan tersebut,” katanya.

Beliau berkata demikian ketika merasmikan Program Sejiwa Senada Bahagian Kapit di sini, semalam.

Taib berkata, projek-projek pembangunan sedemikian me-rupakan usaha kerajaan untuk membantu mengubah serta me-ningkatkan taraf hidup rakyat ke peringkat yang lebih tinggi.

“Dengan adanya projek hidroelektrik ini, saya berharap kehidupan rakyat di sini juga ber-ubah seiring dengan kemajuan yang datang.

“Rakyat perlu mengubah cara pemikiran untuk meningkatkan taraf kehidupan agar selaras de-ngan arus pembangunan yang diterima untuk mengelakkan rakyat terus tertinggal dalam cara kehidupan yang lama,” katanya.

Dalam pada itu, beliau memuji kesepakatan serta semangat perpaduan yang ditunjukkan oleh masyarakat Kapit dalam menjayakan program Sejiwa Senada pada kali ini.

“Saya melihat masyarakat di Kapit mempunyai hubungan yang erat dengan pemimpin me-reka serta kakitangan kerajaan.

“Ini merupakan satu contoh yang baik dan perlu dikekalkan bagi menjamin kemakmuran.

“Kerjasama yang baik di kalangan rakyat dengan pemimpin serta kakitangan kerajaan akan memudahkan lagi mereka melaksanakan polisi kerajaan dalam membantu rakyat serta membawa pembangunan,” katanya.

KUCHING: Empangan Ba-kun di daerah Belaga, mungkin mula menjana 300 megawatt (MW) bekalan elektrik Jun tahun depan, dengan takungan air bermula semalam, kata Pengarah Urusan Sarawak Hidro Sdn Bhd Zulkifle Osman.

Beliau berkata pintu tero-wong melencongkan air ditu-tup pada jam 10 pagi 13 September lalu dan banjir akan mengambil masa tujuh bulan untuk mencecah paras operasi minimum 195 meter (daripada paras laut) untuk ujian basah turbin.

“Kami menjangkakan penugasan pertama sebulan selepas ujian basah turbin — Jun 2011. Turbin pertama akan menjana 300MW bekalan elektrik,” katanya kepada Bernama semasa dihubungi semalam.

Sarawak Hidro, anak syarikat milik penuh Kementerian Kewangan Diperbadankan, ialah pemaju Empangan Bakun, yang akan menjana 2,400MW bekalan elektrik apabila kesemua lapan turbin beroperasi pada 2012.

Kawasan yang dibanjiri me-liputi 69,500 hektar tanah, kawasan seluas saiz Singapura.

Empangan Bakun, empangan batu konkrit kedua tertinggi di dunia, terletak di Sungai Balui di hulu lembangan Sungai Rejang, 37 km ke hulu Belaga.

Empangan itu dijangka siap menjelang Disember.

Kos keseluruhan Bakun sebanyak RM7.3 bilion, namun ekoran peningkatan kos, pampasan kerana kelewatan dan faedah, kos akhir dikatakan meningkat.

Sementara itu, bagi langkah keselamatan semasa takungan, Sarawak Hidro, dalam satu kenyataan mengingatkan bahawa kawasan alur limpah kolam terjunam akan ditutup dan papan tanda amaran akan dipasang untuk makluman orang ramai.

Ia berkata air yang dilepas-kan dari alur limpah itu perlu jika berlaku banjir bagi me-mastikan keselamatan Em-pangan Bakun dan kawasan sekelilingnya.

“Sarawak Hidro akan bekerja rapat dengan Lembaga Sungai-sungai Sarawak dan Jabatan Pengairan dan Saliran untuk memaklumkan kepada orang ramai dan pengguna sungai,” katanya.

Bagi mereka yang menggunakan kawasan empangan Bakun pada masa depan, Sara-wak Hidro berkata langkah khas perlu diambil bagi memastikan bot sesuai dengan keada-an memandangkan terdapat angin dan ombak kuat berikutan kawasan air yang luas.

“Peralatan keselamatan yang sesuai perlu ada dalam bot dan jaket keselamatan dipakai. Sarawak Hidro akan menyediakan pelantar pendaratan bot untuk pengguna empangan itu,” katanya.

Semasa takungan, Sarawak Hidro berkata aliran di kawasan hiliran empangan itu akan dikekalkan menerusi mekanisma pelepasan keluar air bagi mengekalkan aliran minimum dalam sungai.

Oleh itu, paras air sungai dijangka berkurangan.

“Suka dinyatakan bahawa pengangkutan sungai menggunakan bot ekspres dari Kapit ke kawasan hulu. yang kini sering terganggu semasa musim kering, akan dapat dijalankan sepanjang tahun apabila air dari Bakum dilepaskan dan apabila projek itu beroperasi sepenuhnya.

“Pelepasan air secara berkala menerusi alur limpah akan meningkatkan paras air kawasan hiliran dan membantu navigasi air di Batang Rajang antara Kapit dan Belaga,” katanya.

Semasa operasi biasa selepas takungan, ia berkata pelepasan air menerusi penjanaan tenaga akan meningkatkan kualiti air yang dikumpul daripada lapisan atas 10m hingga 15m yang berkualiti tinggi untuk menggerakkan turbin.

KUCHING: Menteri Perancangan dan Pengurusan Sumber Kedua merangkap Menteri Kemudahan Awam Datuk Amar Awang Tengah Ali Hasan telah melawat stesen tenaga hidro Beauharnois yang terletak kira-kira 40 kilometer di barat daya Montreal, Kanada pada Selasa lalu.

Beliau yang mengetuai delegasi Malaysia mengadakan lawatan sempena menghadiri Kongres dan Pameran Air Sedunia Persatuan Air Antrabangsa (IWA) yang bermula dari 19 hingga 24 September 2010 di Montreal. Stesen tenaga hidroelektrik Beauharnois yang mempunyai kapasiti 1,903 megawatt (MW) dimiliki dan dioperasikan oleh Hydro-Quebec (kemudahan elektrik milik kerajaan negeri Wilayah Quebec) merupakan hidro terbesar di Quebec.

Apabila Robert-Bourassa memulakan projek pembinaan di Wilayah James-Bay, projek yang dibina melalui tiga peringkat di mana pembinaan bermula pada 1929 dan terakhir pada 1962, stesen tenaga Beauharnois merupakan yang terbesar di Quebec sehingga 1979.

Awang Tengah telah diberi taklimat oleh Penasihat Komunikasi Hydro-Quebec Guy Lavoie mengenai sistem operasi dan sejarah hidro.

Hadir sama isteri beliau, Datuk Dayang Morliah Datuk Awang Daud, Menteri Muda Kemudahan Awam (Bekalan Air) Sylvester Entri dan Setiausaha Tetap Kementerian Ubaidillah Latip (kanan) dan Pengurus Besar Kumpulan Hal Ehwal Korporat (Sarawak Energy Berhad) Zuraimy Kushaili.

Kos membekalkan air bersih dan pemasangan paip semakin meningkat, kata Awang Tengah

KUCHING: Kerajaan Negeri tidak menolak kemungkinan akan mengkaji semula tarif bekalan air pada masa akan datang disebabkan kos pengeluaran dan pengedaran bekalan kemudahan asas itu semakin meningkat.Menteri Perancangan dan Pengurusan Sumber Kedua, Datuk Amar Awang Tengah Ali Hasan memberitahu walaupun kos pembekalan air memakan belanja yang agak tinggi pada masa ini, tetapi semenjak 1992 belum terdapat sebarang cadangan yang diusulkan untuk mengubah tarif bekalan asas itu.

“Bagaimanapun, ia mungkin akan dikaji semula pada masa akan datang untuk menaikkan tarif bagi bekalan air disebabkan kenaikan pada kos pengeluaran dan pengedarannya.

“Buat masa ini, belum ada usaha-usaha untuk mengubah dari segi tarif yang telah diguna pakai sejak tahun 1992 itu walaupun kos untuk membekalkan air bersih dan pemasangan paip di Sarawak sudah meningkat,” jelas beliau.

Justeru katanya, kerajaan negeri belum bercadang untuk melakukan perubahan tarif pada bekalan air dan juga bekalan elektrik di negeri ini dalam masa terdekat, walaupun di peringkat kerajaan pusat, usaha penyeragaman tarif sedang dilakukan.

Awang Tengah menjelaskan perkara itu kepada pemberita di sini, selepas ditanya mengenai penyeragaman tarif untuk seluruh negara, ketika ditemui pada majlis berbuka puasa anjuran Perbadanan Kemajuan Perusahaan Kayu Sarawak, di sini malam kelmarin.

Mengenai bekalan elektrik, Awang Tengah berkata, berdasarkan purata tarif yang dikumpulkan oleh penggunaan pihak komersil, domestik dan industri di negeri ini, ia masih rendah jika dibandingkan dengan tarif yang dikenakan oleh Tenaga Nasional Berhad (TNB) di Semenanjung Malaysia.

Dalam perkembangan lain, ketika ditanya mengenai keputusan Parti Rakyat Bersatu Sarawak (SUPP) untuk masih bersama Barisan Nasional (BN), beliau berkata, apa sahaja keputusan SUPP ia tetap diterima dengan baik.

“Itu terpulang kepada mereka, kita terima sahaja lagipun kita sudah lama bersama di dalam BN dan ia diterima baik dan merupakan keputusan yang bagus.

“Tiada sesiapa yang mahu menolak keluar parti SUPP kerana jalinan dan persefahaman yang telah lama terjalin,” katanya lagi.

ASAJAYA: The State Government will be identifying other areas in Sarawak that have the potential to be developed into hydro-electricity dams, in order to generate more electricity.

Minister of Resource Planning II, Datuk Amar Haji Awang Tengah Ali Hassan said that technical studies for the purpose have already been carried out, adding that among the new areas which have been identified are those in Limbang, Lawas, Pelagus and Baram.

“We will develop the hydroelectric dams in accordance with the request made by investors, other than supplying the electricity to Indonesia, Brunei and most probably to Sabah as well,” he said when met after the handing over of compensation cheques and land titles at Kampung Mang here yesterday.

He added that in order to supply electricity, all alternatives must be looked into because the state must not depend too much on the Bakun hydro-electric dam and the Murum dam alone.

On the impoundment of the Bakun dam reservoir, Tengah said the government has already given the green light to Sarawak Hydro Sdn Bhd to carry out the task. “Works to fill up the dam with water include the risks, as it needs planning and emergency preparation,” he said adding that the public should not worry as studies have already been done on the matter.

When full, the dam’s reservoir will cover 695 square kilometres, which is equal to the size of Singapore.

Tengah also disclosed that works on the trial for the transmission of electricity from Bakun started sometime last July. He said that the Bakun hydro-electricity project costing about RM7.3 billion will be able to generate some 2,400megawatt (MW) of electricity.

On the issue of the residents at the Bengoh dam who have yet to be resettled, he said the matter arose because they were alleged to be instigated by the opposition party or individual for their personal gain.

“Initially there wasn’t any problem, but now it seems there is a problem because of wild instigation,” he said.

To bring electricity to a village like Kampung Meritam here, the cost per connection is RM42,000. This is 21 times more than what it would cost in Peninsular Malaysia!

Second Minister of Planning and Resource Management Datuk Amar Awang Tengah Ali Hassan, who said that a similar connection in the peninsula would only cost RM2,000, pointed out that the tough geographical terrain and scattered population were the key reasons why it was tough to develop infrastructure in the rural areas.

“That is why even the RM30 million allocation is still not enough for Limbang,” he said when officiating at the completion of the RM5 million rural electrification programme (BELB)-cum-land compensation at Kampung Meritam here on Friday.

The RM30 million which he mentioned was the allocation given to Limbang district between 2009 and 2011 for BELB purposes.

Awang Tengah told those present that both the federal and state governments were fully aware of the need to provide more basic infrastructure and amenities such as water supply and roads to the rural areas but their efforts had been hampered by financial constraints.
“The vast and tough geographical terrain and sparsely populated areas is a typical scenario in the Limbang parliamentary constituency, which covers the Bukit Kota and Batu Danau state constituencies.

“As such, we have to carry them out in stages because of financial limitations and other priorities. We know that we have much to do as there are many requests throughout the state. Your elected representatives have been pestering me non-stop but we have to be fair to the others as well,” he explained.

Awang Tengah, who is also Public Utilities Minister, called on the people not to believe the slander and lies spewed by the opposition because only the Barisan Nasional (BN) government talked and acted based on reality.

“The opposition can say all kinds of things but at the end of the day it is the BN government which delivers the goods, as you can see for yourself in Kampung Meritam here. This village was in such in a depressed state that I had to bring former Prime Minister Pak Lah to visit here a few years ago,” he said.

The visit by Tun Abdullah Ahmad Badawi led to the construction of a 14km road to this previously isolated village, electricity supply and better school facilities here.

This helped open up more economic opportunities.

Awang Tengah later presented land compensation to 66 of the 117 recipients affected by three land acquisition projects for the construction of roads in the area.

A total of RM483,149 compensation was given out for Pengkalan Rejab/Bong Abai/Telahak/Meritam (Phase 1), Meritam/Bong Abai Road and Batu Danau/Pengkalan Jawa, Bawang Obor road.

Tengah said the government would consider a request for the inclusion of another 59 individuals for compensation.

Also present at the function were State Development Office director Datuk Kamal Hussin, Batu Danau state assemblyman Paulus Palu Gumbang, Limbang Resident Maria Hasman, Limbang Divisional Land and Survey Department Superintendent Ahmad Raslan and local community leaders.

C hief Minister Pehin Sri Haji Abdul Taib Mahmud announced that the State has won the right to host the International Water Association (IWA) Water Safety Conference from November 2-4.

The announcement was made during a visit by President of Malaysian Water Association, Ahmad Zahdi Jamil.

The Conference, themed “Managing Drinking Water Quality for Public Health”, covers urban, community and household level management of drinking water quality. The Conference is to be held at Borneo Convention Centre Kuching (BCCK) is co-organised by the Malaysian Water Association (MWA), International Water Association (IWA) and the World Health Organization (WHO) with support of Sarawak Convention Bureau.

During his official visit Ahmad said, “Sarawak was chosen as the venue for this Conference as its international delegates will be attracted to Kuching’s many offerings as an exotic destination coupled with world-class convention facilities and resources offered by BCCK. We expect over 500 people to participate in the conference. Participants will come from a wide variety of background, including water professionals; operational staff of water operators; social scientists; government administrators and source protection specialists”.

“Besides, the conference being a platform for individuals to share their experience and ideas, it will also provide a good opportunity for delegates to interact with professionals across disciplines and regions to discuss common challenges and appropriate solutions. This Conference is one of the many MWA-organized events that supports MWA’s objective in making Malaysia the regional water hub for developing countries and Sarawak is proud to be part of this,” he added.

Meanwhile, Jill Henry, CEO of the Sarawak Convention Bureau added, “The Water Safety Conference will also help to build our reputation as a fresh new meeting destination. We are confident that Sarawak will become a centre for international meetings and conferences due to its diversity of culture amazing national parks, wonderful food, world class golf and international hotels in addition to developing dedicated professionals that specialise in handling conferences and events”. The last IWA Water Safety Conference was held in Lisbon, Portugal in 2008. This conference provided an opportunity to signpost best practices in water quality management and helped to stimulate further implementation of Water Safety. Sarawak is a perfect venue for this Conference, being a state rich in bio-diversity. The conference addresses significant drivers for water quality and safety including the impacts of climate change, increased urbanization and managing resources for drinking water.
Chief Minister Pehin Sri Hj Abdul Taib Mahmud is currently in China from April 11 to 19 to seek economic cooperation, particularly in the power sector.

Together with him in the entourage are Second Minister of Planning & Resource Management and Minister of Public Utilities Datuk Amar Hj Awang Tengah Ali Hasan, his two deputies Sylvester Entri and Dr Stephen Rundi, State Secretary Datuk Amar Hj Morshidi Hj Ghani, director of the State Planning Unit, Datu Hj Ismawi Ismuni, permanent secretary to the Ministry of Public Utilities Hj Ubaidillah Hj Latip, chairman of Sarawak Energy Berhad (SEB) Datuk Hamed Sepawi, and CEO of SEB Torstein Dale Sjotveit.

The entourage also includes various heads of departments and officials from both Sarawak Energy Berhad and the Ministry of Public Utilities.

On their first day, they were feted to dinner by Shu Yinbiao, the vice-president of the State Grid Corporation of China (SGCC). They visited the SGCC UHV Test Base, and the Shisanling Pump Storage Hydropower Station. Accompanying them was the deputy Director-General of the International Cooperation Department, Cheng Mengrong.

Later in the same evening, the visitors had a meeting with the president of SGCC, Liu Zhenya, with fruitful discussion on topics of interest to both Sarawak and SGCC.

They will be heading for Yichang on Thursday to visit the famous Three Gorges Dam and the Gezhouba Dam, and also to hold discussions with the management of the China Three Gorges Project Corporation (CTGPC).
LIMBANG: Ketiadaan bekalan air bersih dan elektrik yang menjadi keperluan utama hampir 300 penduduk di Kampung Limpaku Pinang, satu-satunya kampung yang terletak di pesisir kuala Limbang di sini, akan diatasi melalui peruntukan berjumlah RM10 juta daripada kerajaan negeri.
Ahli Dewan Undangan Negeri (ADUN) Bukit Kota, Dr Abdul Rahman Ismail berkata, peruntukan tersebut melibatkan pelaksanaan projek sistem perawatan air hujan dan bekalan elektrik luar bandar yang sudah diluluskan untuk disiapkan bermula tahun ini.

Beliau berkata, kontraktor projek berkenaan telah diarah untuk melaksanakan dan menyiapkan projek berkenaan dalam tempoh sebelas bulan.

“Apabila siap kelak, projek berkenaan diharap dapat mengatasi masalah kekurangan air bersih, terutama pada musim kemarau selain kemudahan bekalan elektrik kepada penduduk yang sebelum ini bergantung kepada jana kuasa elektrik,” katanya.
Beliau berkata demikian pada Program Mesra Rakyat dan Pelancaran Program 1Keluarga 1Graduan di kampung Limpaku Pinang di sini, semalam.

Hadir sama ialah Penyelia Kanan Jabatan Kemajuan Masyarakat (Kemas) Parlimen Limbang, Asmah Yasin, Pegawai Penerangan Baha- gian, Mohd Azlan Charles Abdullah, Guru Besar Sk Limpaku Pinang, Lajim Karia, Ketua Kampung Limpaku Pinang, Simat Zaman Sapar dan jemputan lain.
Program itu dianjurkan bersama pihak Kemas dan Jabatan Penerangan Bahagian, selain Ibu Bapa Guru (PIBG) Sk Limpaku Pinang dan penduduk kampung tersebut.

Dr Rahman menambah, kerajaan tidak pernah meminggirkan nasib dan masalah rakyat di kawasan pedalaman dengan melaksanakan projek pembangunan untuk manfaat mereka bersama.
Selain itu, jelasnya, pada masa sama kerajaan juga ber-usaha untuk meningkatkan pendapatan penduduk di kawasan tersebut termasuk me-ngenal pasti potensi yang bo-leh dibangunkan untuk menambah ekonomi penduduk.

Beliau turut menjelaskan agensi kerajaan lain, terutama Lembaga Kemajuan Ikan Malaysia (LKIM) juga sedang berusaha untuk membantu menambah pendapatan mereka melalui program inap desa.
“Kampung Limpaku Pinang yang merupakan satu-satunya kampung terpencil di pesisir kuala Sungai Limbang juga mempunyai potensi dalam sektor pelancongan dengan membangunkan program inap desa di kawasan berkenaan.

“Bagi mencapai matlamat tersebut sebanyak 10 buah rumah dipilih untuk memulakan program tersebut dalam merancakkan lagi industri pelancongan untuk menambah nilai pendapatan mereka,” katanya lagi.

Jelasnya, kerajaan melalui LKIM turut membantu meningkatkan sara hidup golongan nelayan serta awak-awak di kampung berkenaan yang bergantung sepenuhnya terhadap tangkapan ikan untuk mencari rezeki.

“Inilah sebahagian usaha kerajaan untuk memastikan rakyat terutama di kawasan pedalaman dan luar bandar dapat menikmati kehidupan yang lebih baik dan selesa. Ia juga bertepatan dengan slongan 1Malaysia (Rakyat Didahulukan Pencapaian Diutamakan),”katanya lagi.

Pada majlis sama Dr Rahman turut mengumumkan peruntukan RM5,000 kepada kampung berkenaan termasuk RM3,000 bagi PIBG Sk Limpaku Pinang, manakala selebihnya untuk golongan wanita dan pemuda kampung tersebut.

KUCHING: Second Minister of Planning and Resource Management Datuk Amar Haji Awang Tengah Ali Hassan says the State Government knows all along that coal is not a renewable source of energy.
He said the State Government included coal in the ‘list of renewable energy’ as it wanted to exploit the resource to ensure that the State will be able to meet the energy demands of heavy industries in the State in the near future.

“Yes, we know coal is not renewable. The energy that we focus on for Sarawak Corridor of Renewable Energy (SCORE) is hydro power through the exploitation of our rivers,” Tengah told a press conference after the official opening of Arcardia and the launch of Ryegates housing project here yesterday.

Also present were Assistant Minister of Planning and Resource Management Haji Mohd Naroden Majais, Assistant Minister of Infrastructure Development Datuk Haji Daud Abdul Rah-man, and Assistant Minister of Public Utilities (Water Supplies) Sylvester Entri.
Tengah was asked to comment on a news report that appeared on a national daily quoting the Miri-based Borneo Resources Institute’s stron criticism of the Sarawak government’s move to classify the exploitation and mining of the 1.156 billion tonnes of coal reserves as part of its “renewable energy” projects.
The institute, a Sarawak-based environmental watchdog group with global links, wants the Ministries involved in environmental management at state and national levels to explain to the Malaysian public how the mining of coal could be categorised as “renewable”.

The news report had also quoted the Institutes’s Executive Director, Mark Bujang, as saying that the State Government had already included the mining of coal as part of the multi billion-ringgit projects to be carried out under the SCORE initiatives.

“We object to the move to categorise such an environmentally-hostile project as a renewable energy project because it is very misleading. Coal is a mineral that will be exhausted. It cannot be regenerated.

“The mining of coal is one of the most environmentally-damaging and polluting project on Earth. The burning of coal in power plants produces huge volume of green-house gas, and has caused tremendous climatic changes all over the world.
“The extraction of coal from the ground and from underground mines have caused irreparable environmental damages. These woes have been seen all over the world, especially in coal-producing countries.

“How is it possible then for Sarawak to classify coal-mining and the use of coal for power-generation as one of the projects approved under the renewable energy corridor?” Mark was quoted as saying.

On the recent announcement that Sarawak had secured a US$11 billion (RM38.5 billion) investment from China to fund a few hydro-dam construction projects and other energy-intensive projects in the SCORE region, Tengah, who is also Minister of Public Utilities, said that the investment was very “timely, as it would hasten the pace of developing the various hydro dam projects necessary to produce power for heavy industries.

“We need more energy than the present amount to take us to the next level - heavy industries. I have just returned from the Mukah Press Metal, wherein I was informed that to produce 50,000 tonnes of aluminum, a smelting plant requires at least 100 megawatt. Since it plans to produce 100,000 tonnes annually, we will need to generate another 100mW.

“We have to tailor their needs with our planning,” he added.
When Bakun (Dam) is completed, the State Government will embark on other hydro-projects such as Murum, Baram, Limbang, and Lawas.

“These projects definitely need a lot of funding as we need to provide infrastructure and pay the necessary compensation. The proposed hydro dam projects will be implemented in stages,” he added.

Currently, the State only generates about 1,000mw of power mainly for domestic use, and for light industries.

LAWAS: Lawas and Limbang Districts have the capacity to produce 700 Megawatt of electricity through hydro electric dams, says Minister of Public Utilities Datuk Amar Haji Awang Tengah Ali Hasan.

"Our priority at the moment is to develop hydro dams in the two districts. Lawas has the potential to produce 100mw, Limbang 200 mw, while Trusan has 400mw.

"This will be undertaken by private sector initiative (Sarawak Energy Bhd)," he told 'ET in Travel' during his Hari Raya open house here last Monday.

However, he was not able to give a time frame as both dams were of private sector initiatives.
"Once completed, electricity from the two dams will be be utilised by Lawas and Limbang, and the balance to be connected to the State's grid.

"Brunei has also shown keen interest to buy our electricity," he said.
On Trusan Dam, he said the design would be a bit different...it would a cascading dam.
Tengah, who is also Second Minister of Planning and Resource Management, said the government had set up two Rural Growth Centres (RGCs) here to mobilise the local population - one at Ba'Kelalan-Long Semadoh, and the other at Sundar-Awat Awat.
"They will be developed to provide the critical mass, by bringing in government facilities such as schools," said Tengah.

He said the government had identified a site suitable for integrated oil palm industry in the district. "With it, other industries such as aqua culture, poultry farming and agriculture will flourish."

On tourism, Tengah said Lawas and Limbang would also be further developed by grouping them with Sabah and Brunei.

"This is where bilateral cooperation is needed if we want the industry to flourish.
"Tourists are now coming to Mulu via Kota Kinabalu and Brunei. With Lawas nearer to Mulu by air, what better way than to improve tourism infrastructure here," said Tengah.
On sports, he said that Brunei Bay could be used to hold water sports to enhance the tourism industry in the Brunei-Sabah-Lawas area.

Lawas is gearing towards development including waterfront beautification.

"Lawas and Limbang could have sports centres of their own for the promotion of sports and other social activities. There is no religious and racial barrier here. We are a special breed. For instance, when we organised a Quran recital competition recently, the Buddhists and Christians were there to help.
"When we build a Chinese temple the government allocates land and everybody helps to raise funds. For me, I visited Christian friends during the last Easter, and now they are here to pay me Hari Raya visit," Tengah proudly announced.
