RM3.45 bln for rural dev’t in 10MP Second Rolling Plan

IN the Second Rolling Plan of Tenth Malaysia Plan 10MP (2012 to 2013), the federal government has approved a sum of RM 3.45 billion as an allocation for the Sarawak state’s development in the rural areas.

These comprised the Rural Area Water Supply (BALB) Alternative, Rural Area Electricity Project (BELB) Alternative, Rural Area Road Works (JALB), Rural- Urban Road Development, Social Amenity Programmr (RGC), Project of Home Assistant Programme (PBR) and Mega Surge Rural Area Project (PLMLB).

The allocation was made through Ministry of Rural Area Development and Malaysia Region (KKLW).

Deputy Chief Minister Datuk Patinggi Tan Sri Alfred Jabu Numpang revealed this in his winding up speech yesterday in august House here.

“The government cares about rural area inhabitants who still do not have equally clean water supply as enjoyed by urban dwellers.

“Therefore, the government has approved an allocation worth RM 6.33 million for 45 BALB alternative projects for the whole state this year.

A sum of RM14.43 million has been approved for 93 BALB Alternative projects which will benefit some 12, 700 people in rural area in 2012.

He continued by saying that the government realised some of the rural inhabitants had not received their electricity supply through grid system in the state.

“Therefore, additional allocation of RM 74 million for Hybrid Solar System in 13 areas in Bario Highlands have been approved by KKLW which was expected to be fully functional by 2013 that will benefit 340 families in BLEB programme,” he pointed out Furthermore, he added that Hybrid Solar System BLEB projects in Lawas, Sri Aman, Mukah, Belaga and Baram had been approved since last year, 2010 with the cost of RM 66 million which were expected to be operational by the end of this year that will provide benefits to 342 families.

Rural Area Road Works (JALB) this year has been allocated with RM 420 million which as of last 15 November some RM 325.8 million or 77.6 per cent had been spent on the project.

“So far, 93 JALB sub projects amounting to a distance of 348.5 km of road had been done whereas the other 95 projects with a distance of 510.8 km were under construction from stage to stage,” he explained.

Projects of Home Assistant Programme (PBR) were also allocated with a sum of RM 172.96 from KKLW, he disclosed.

This year as much as 9, 072 unit houses of PBR had been offered to qualified 736 Class F contractors, he said.

“From the project, 2, 289 units of house will be newly constructed and 6, 783 units will be fixed throughout the whole state.

“Up to 1 November, 2011 as many as 5, 291 houses were completed and the rest will be fully constructed by the end of this year,” he explained.

Foe next year, there will be another 1, 622 new housing units and 3, 966 units for fixing with the cost of RM 119 million, he pointed out.

As on the Mega project Surge Rural Area Project (PLMLB), he pointed out that Rubber Industry Smallholders Development Authority (RISDA) was the agent of management for two projects with agropolitan concept namely Sadok Mountain Agropolitan Project, Ulu Awik, Saratok and RASCOM Land Project Development, Nanga Sekuau, Sibu.
